Project Rising Spirit (P.R.S.) is a secret organization with ties to the U.S. Government. They are a military contractor who deal in experimental and often unethical weapons. Their greatest known achievement is the creation of the living weapon Bloodshot using special nanites. They also have ties to the ancient conspiracy known as The Sect.
As of 2017 and after the events of Bloodshot U.S.A., Project Rising Spirit has been completely shutdown, however, The Scarred Man has secretly moved all important experiments and assets to a secret location and burned all P.R.S. databases, and launched Project Omen.
