General Redacted is a member of the secret military organization Project Rising Spirit. He accidentally stumbled into the Faraway, a realm that makes its residents immortal, and stayed there for decades while in constant contact with Rising Spirit. His warmongering would eventually make him an enemy to the adventuring duo Archer & Armstrong.
